想到,香港是否跟隨世界趨勢公民教育課程,要再看現時其他國家的趨勢。
ICCS報告展示出一半參與國家(20個)用獨立成科(Specific Subject (compulsory))的方式教公民教育,但有更多的參與國家用與其他科目整合(Integrated into several subjects),跨課程(cross-curricular)及課外非常規課程或學習經驗的形式(assemblies and special events, extra-curricular activities, and classroom experience/ethos) (2010:23)
至於如何教公民教育或公民教育教甚麼?ICCS報告從以下幾方面比較不同參與國家的教學目標,這幾方面可以反映現時其他國家的模式(2010:25-26)︰
- knowledge and understanding of civics and citizenship
- communicating through discussion and debate; projects and written work
- creating opportunities for student involvement in decision-making in school; community-based activities
- analyzing and observing change processes: in school; in the community
- reflecting on and analyzing participation and engagement opportunities
- developing a sense of national identity and allegiance
- developing positive attitudes toward: participation and engagement in civic and civil society
